Recognise this TS16?

Hi im just trying to track down some history about this little TS16 I bought a few years back from Mid-NSW coast (around The Entrance).
So far I have discovered under the outboard mounting plate a residential address scratched into the metal. It is in Dee Why, Sydney. I dropped a letter in their mailbox and the owner responded to me, he knew nothing about any boat.
That's is where I have been stuck.
It has a Hartley Association sticker on the rear window but it is very old and worn.
It also seems to have a name painted in black letters on the outboard mount "DEBRA - A"

Unfortunately that is all I have on it. Any help would be fantastic!
